Extension of the CTRO Sorting Hall and Replacement of the Existing Hall Roof

Summary

Valorsul is seeking construction works to extend the CTRO sorting hall and replace the roof of the existing hall, including all supplies and services needed to complete the works. The completion period is 270 days, and the maximum price is EUR 2,386,606.65 excluding VAT. Price is the sole award criterion; the compliant bid with the lowest price wins. If bids have the same price, the winner is determined by a draw. The contract is not divided into lots and variant bids are not allowed. Bidders must submit a signed bid in Portuguese through VORTAL. It must include the price proposal, an editable Excel unit-price schedule, a descriptive and justificatory report, work, labour and equipment plans, a works organisation chart, and details of the Works Director, Permanent Site Representative and Safety Technician. The schedule must show the sequence and dependencies of work activities and include a weekly-scale bar chart. Bids must remain valid for 90 days from the submission deadline. The deadline is 16 November 2026 at 17:00. The successful bidder must provide the required qualification documents and, within 10 days of award notification, a guarantee equal to 5% of the contract price excluding VAT. Bidders must not be subject to exclusion grounds; the construction licence and other evidence must be provided as specified in the tender documents.
