Supply of smart equipment and data management and collection systems to reduce water losses in ARM’s supply networks

Summary

ARM – Águas e Resíduos da Madeira is procuring a complete remote water-metering and telemetry solution for Câmara de Lobos, Machico, Ribeira Brava and Santana: 40,536 smart ultrasonic water meters, including installation and commissioning; Drive-By/Walk-By data-collection equipment; LoRaWAN fixed-network gateways; network and data-management software; and interfaces with ARM’s databases and billing system. The supply also includes the software, licences, communications, maintenance and training needed to operate the systems. The contract runs for 1,080 days; bidders are asked to use 1 January 2027 as the indicative start date in their work schedules. The maximum budget is EUR 5,490,000 plus VAT, and price is the sole award criterion. Bids are due by 17:00 on 13 November 2026 and must remain valid for 66 days. A performance guarantee of 2% of the contract price excluding VAT is required; it rises to 10% if the awarded bid is considered abnormally low. Bids must include detailed pricing, a technical description, a weekly work and payment schedule, and documents proving equipment compliance. Variant bids are not permitted.
