Insurance brokerage and technical insurance consultancy services

Summary

Espinho Municipality is procuring insurance brokerage and technical consultancy services for 36 months to manage and monitor its insurance portfolio. The work includes analysing existing insurance contracts, risks and coverage; keeping portfolio information up to date; recommending suitable insurance solutions; and supporting the preparation of insurance procurement procedures and the technical assessment of bids. The provider must monitor policies and contracts, liaise with insurers, support claims handling through to completion, advise the Municipality and submit at least semi-annual reports. A 24/7 telephone support line must be available for urgent claims. The Municipality will not pay the provider directly: the broker will receive commission from insurers. Bidders must propose commission rates for five insurance groups; no rate may exceed 10%, and total remuneration over the contract term is capped at €91,260.89. This is a maximum, not guaranteed income. Bids are evaluated 70% on technical quality and 30% on the weighted average commission. The successful bidder must be registered with the Portuguese insurance supervisor, ASF, for the relevant non-life insurance classes and submit the required documents. The contract is not divided into lots; variants and bid security are not permitted. Bids must be submitted in Portuguese and remain valid for 66 days.
