Hourly maintenance and development services for the IAM solution

Summary

Instituto de Informática is procuring a 24-month, or until the contracted hours are used up, block of hours for maintaining, stabilising, updating and developing its identity and access management (IAM) solution, and migrating the current Microsoft Identity Manager (MIM) solution to Microsoft Entra ID. The work includes technical analysis and an evolution plan, continued integrations and user support, preventive, corrective and evolutionary maintenance, and updating technical documentation. A total of 3,435 hours is planned for at least two specialists: 835 hours for an IAM Specialist Architect and 2,600 hours for a Senior IAM Consultant. The estimated base value is EUR 195,062.25 excluding VAT. The proposal must state the hourly rate for each profile and include the team’s CVs and certificates. The award criteria are price (40%), technical merit (20%) and the team’s professional experience (40%). The revised submission deadline is 16 October 2026 at 23:59, and bids must remain valid for 66 days.
