Summary

The procurement concerns subscribing to the Outsystems development framework licensing for Santa Casa da Misericórdia de Lisboa, organized in two lots: Lot 1 external platform Users 15,000 with AO’s 2400; Lot 2 internal platform Users 6,400 with AO’s 3000 (2026), 3900 (2027), 4500 (2028). The base price is EUR 2,905,446 excluding VAT. The contract duration is 36 months with possible renewals (up to two periods). Access to all software versions released since May 22, 2026 is included. The award criterion is price-based (monofactor), i.e., price is the sole award criterion per lot.
