Supply, installation and commissioning of electrical equipment for the new Ponta Delgada substation

Summary

The procurement covers the supply, installation, testing and commissioning of medium-voltage and electrical equipment, together with automation, supervisory, control and data-acquisition systems, for the new 30/6.6 kV Ponta Delgada substation. It includes all equipment, systems and materials needed to make the substation operational; civil works for the building, transformer bay and external areas are excluded. The 30 kV metal-enclosed gas-insulated switchgear must use SF6 insulation; the voltage regulator must be a separate unit installed in the 6.6 kV bay, and the communications network must include 8 switches. The maximum contract duration is 570 days from signature. The base price is EUR 1,975,000 excluding VAT; price accounts for 60% and technical quality for 40% of the award assessment. Offers must be submitted electronically through VORTAL by 19 October 2026 at 23:59; variants are not allowed. The offer must include the ESPD, price offer and unit-price schedule, technical description, work, workforce and equipment plans, and a description of technical support during the warranty period. Offers must remain valid for 90 days. The successful tenderer must provide a 2% performance security and the specified qualification and compliance documents after award.
