Gdynia is procuring vocational training for students at two local schools in three separately awardable parts, under a project co-financed by the European Social Fund Plus. Part 1 is a five-hour driving-technique course for 48 category B licence holders. It covers safe responses in difficult or dangerous road conditions, skidding, emergency braking, vehicle safety systems, adapting speed and economical driving. At least 70% of the course (3.5 hours) must be active practical training, with the provider supplying cars, a registered training centre within 60 km of the contracting authority, facilities, equipment and simulators. The authority may add up to 36 students through the option. Parts 2 and 3 are forklift-operation courses for 50 students at the vocational education centre and 30 students at the ecological-transport school. Each group receives at least 39 teaching hours of 45 minutes (29 theory and 10 practical). The provider must prepare students for the UDT examination, register each participant, pay for the first examination and provide the required qualification certificate to those who pass. The authority may add up to 40 students to Part 2 and 20 to Part 3 through the option. Offers may cover any one or more parts. The provider must arrange qualified instructors, accessible and suitable training locations, equipment and course materials; insure each participant against accidents for at least PLN 10,000; issue completion certificates; keep and submit attendance and course records; and comply with data-protection, equal-treatment, accessibility and child-protection requirements. The basic contract period is up to 15 months, with the overall contract lasting up to 28 months; the first course must start within 30 days of signing. Training is scheduled around school commitments, normally on weekdays during the school year, with a July–August break. The option may extend delivery to 31 December 2028. For each part, evaluation is based on price (60%) and the experience of the assigned instructor (40%).
