Construction of bicycle paths
Summary
The contract covers the construction of a bicycle-route network of approximately 9.125 km in eight sections in the Żyraków municipality, through Zawierzbie, Żyraków, Wola Żyrakowska and Bobrowa towards Brzeźnica. A total of 4.878 km will be newly built, while 4.247 km will consist of marking routes along existing roads. The works include constructing or rebuilding bicycle and shared pedestrian-and-bicycle routes, asphalt surfaces and foundations, drainage, junctions and access roads, traffic arrangements and landscaping. Three cyclist service areas will also be provided, with shelters, bicycle racks, a repair station, information boards and hybrid lighting independent of the electricity grid. The works must be completed within 24 months of contract signature and no later than 30 November 2028. Bidders must submit a priced bill of quantities showing price mark-ups and the hourly labour rate, and provide bid security of PLN 90,000. The successful bidder must provide performance security equal to 3% of the gross bid price when signing the contract. Offers are scored on price (60%) and extended warranty (40%): 3 years earns 0 points, 4 years earns 20 points, and at least 5 years earns 40 points. No minimum financial capacity, turnover, previous experience or technical-capacity thresholds are set. Before signing, the successful bidder must provide the road-construction manager’s unrestricted authorisation and a current certificate of membership in the regional chamber of civil engineers. During performance, employees carrying out construction, installation and assembly work, as well as equipment operators, must be employed under employment contracts, subject to the exceptions stated in the tender documents. The contractor must provide a staff list and employment declarations before work begins. The contracting authority may request employment contracts and evidence of social-insurance registration and payment of contributions and taxes. Environmental conditions require environmental declarations and ecological certificates for construction materials, sorting and recycling of construction waste, vehicles and machinery meeting at least Euro 5, records of waste and recycling, monitoring of water, energy and material use, and measures to limit noise, dust and emissions. Certificates demonstrating environmental compliance must be provided after construction.
