Supply of equipment and services under the “Cybersecure Water Supply II” project

Summary

The procurement is divided into three lots and covers the supply of backup generators and automatic reserve power transfer systems, as well as three cybersecurity and server management training services. Lot 1: supply, install and commission two generators rated at least 32 kW and three automatic reserve transfer systems; one system must be installed and connected to the contracting authority’s existing generator at its wastewater treatment plant. Each generator must provide at least 40 kVA/32 kW prime power and 44 kVA/35 kW emergency power. Requirements include 400 V, 50 Hz, at least 58 A, diesel fuel, 1,500 rpm, a synchronous generator, at least IP23 protection, insulation class H or equivalent, voltage regulation of ±0.25% or better, a fuel tank of at least 190 litres, a sound-attenuated outdoor enclosure, noise of no more than 62 dBA at 7 m, electric starting and automation compatible with the reserve transfer system. The transfer systems must meet at least 43 kVA, 70 A (AC-1), 400/230 V, 50 Hz and IP43, with mechanical and electrical interlocking and automatic operation. The contractor must complete the required power and control connections and electrical measurements, configure and commission the equipment, test power-loss and reserve-supply switching, train users, and provide as-built and other required documentation, including a CE declaration of conformity. Delivery is due within two months of contract signature. The minimum generator warranty is 60 months or 1,000 hours of standby operation; the transfer systems and installation work each require a 24-month warranty, and spare parts must be available for at least 10 years. Lot 2: provide online certified CCISO training for one employee, preparing the participant for the EC-Council certification exam and covering the five CCISO domains, and online cybersecurity training for 14 office employees. The latter must address current cyber threats, attacks and social engineering, including phishing, artificial intelligence and deepfakes, password and multi-factor authentication security, DoS/DDoS attacks, and workplace and device protection, and must comply with the NIS2 Directive. Both courses must be completed by 31 December 2026. Lot 3: provide advanced training in configuring Windows Server hybrid services for one employee, online or through e-learning. Topics include Windows Server and Azure security, high availability, disaster recovery and backup, server and application migration, and monitoring and troubleshooting hybrid environments. The deadline is 31 December 2026. Equivalent solutions may be offered, but the bidder must substantiate equivalence with technical documentation. Price accounts for 80% of the evaluation score, and shortening the delivery or service completion period by 14 days accounts for 20%. The tender must be submitted in Polish with the required offer form and declarations. The submission deadline is 9 October 2026 at 09:00, and the offer must remain valid for 30 days. No tender guarantee is required.
