Improving the Energy Efficiency of Złocieniec’s District Heating System and Replacing the District Heating Network

Summary

The procurement covers upgrades to the district heating system in Złocieniec at three locations: replacement of 729 m of network on Pusta Street; construction of network sections measuring 233 m and 434 m in the area of Piłsudskiego, Mickiewicza and 3 Pułku Piechoty Streets; and construction of 115 m of network on Podmiejska Street. The works include surveying and as-built measurement, necessary road and utility-related procedures and resolution of infrastructure clashes, testing and documentation of welded and sleeve joints, the alarm system and soil compaction. The contractor must provide materials, equipment, transport, water and electricity, and plant 5 trees with a trunk circumference of at least 15 cm and 10 shrubs. The contractor must personally perform the key district-heating network construction, installation and technological works; subcontracting this reserved work is not permitted. All works must be completed within 22 months of contract signature, and the offer must include confirmation of the mandatory site visit. Partial bids are not allowed. Bidders must demonstrate the specified previous experience and provide a suitably qualified construction manager. The tender guarantee is PLN 20,000, and the successful bidder must provide performance security equal to 5% of the gross price. Price accounts for 60% of the evaluation and the works warranty period for 40%; the minimum warranty is 60 months, with additional points available for longer periods up to 96 months.
