Winter maintenance of roads, squares, pavements and car parks in Kowary for the 2026/2027 season

Summary

The tender covers winter maintenance of roads, squares, pavements and car parks in the City of Kowary for the 2026/2027 season, together with clearance of material left after winter maintenance. The work includes snow removal and anti-icing, snow hauling, upkeep of pedestrian routes and the city centre, installation of 20 sand containers, and cleaning at least 180 stormwater drainage inlets. Winter maintenance runs from 16 November 2026 to 31 March 2027; post-season street clearance and inlet cleaning are scheduled for 1–15 April 2027. The service is estimated at 136 days in total for the season, covering 205,519 m² of roads and 84,332 m² of pavements. The contractor must maintain round-the-clock winter-operation readiness, respond within one hour, provide winter-maintenance materials and operational backup equipment, and have a transport base no more than 20 km from the Kowary municipal boundary. GPS-based tracking of vehicles and work locations is required, with data retained for one year. Staff performing snow clearing and anti-icing work must be employed under employment contracts. The bidder must have liability insurance with at least PLN 500,000 in cover, the equipment specified in the tender documents, and at least one reference for a road winter-maintenance service lasting at least one winter season and worth at least PLN 500,000 gross, completed within the preceding three years. The award criteria are price (60%) and the additional number of stormwater inlets to be cleaned (40%): 180 is the baseline; 190 inlets earns 10 points, 200 earns 20, 210 earns 30 and 220 earns 40 points. The bid must be submitted electronically in Polish and include the required forms and the bidder’s declaration that exclusion grounds do not apply and the selection requirements are met.
