Reconstruction of County Road No. 3184 D

Summary

The contract covers reconstruction of County Road No. 3184 D in the Romanów area of Strzelin County, from km 2+825 to km 3+800. The works extend for approximately 975 m. They include milling the existing bituminous layers, laying a new 5 cm SMA 16 JENA wearing course on the carriageway and access roads, and building new shoulders from a 10 cm crushed-aggregate layer. The work also includes preparing the access-road base and surfaces, removing existing stone surfaces, protecting trees, adjusting levels where roads connect, and removing construction spoil. Milled material and stones must be taken to a location specified by the contracting authority, approximately 18 km from the work site. The contractor must prepare and implement temporary traffic arrangements and prepare, obtain approval for and implement the permanent traffic management plan; the permanent plan must be submitted for the required approvals within two weeks of handover of the construction site. The contract must be completed by 30 November 2026. The bidder must demonstrate at least two road construction or reconstruction projects completed within the previous five years, each at least 0.5 km long and involving a bituminous carriageway; provide a construction manager qualified to manage road works without restrictions; and hold civil liability insurance of at least PLN 500,000. The bid must include the required declarations and, where applicable, powers of attorney. Evidence of experience and staff qualifications must be supplied when requested. A bid security of PLN 8,400 is required, and the successful bidder must provide performance security equal to 5% of the total bid price before signing the contract. Physical workers directly performing construction work must generally be employed under employment contracts. Bids are evaluated on price (60%) and warranty period (40%); the minimum warranty is 36 months, and periods up to 60 months are considered in the evaluation.
