Snow removal and ice control on roads in Jonkowo Municipality

Summary

The tender covers winter maintenance of Jonkowo municipal roads from contract award through 30 April 2027. The contractor must be ready to provide services from 1 November 2026 and deliver round-the-clock snow clearance, slush removal and anti-skid treatment using sand or a sand-and-salt mixture. The contractor must also procure, transport, store, prepare and load the materials. Roads must be cleared to a width of at least 3.0 m, and the sand-and-salt mixture must contain at least 20% salt. The contract is divided into four lots: Jonkowo (about 30 km; an estimated 160 service hours); Gutkowo, Warkały, Giedajty, Porbady, Godki, Węgajty and Wrzesina (about 100 km; 179 hours); Łomy, Mątki, Garzewko, Polejki and Kajny (about 70 km; 130 hours); and Pupki, Nowe Kawkowo, Stare Kawkowo, Gamerki, Szałstry, Wołowno, Bałąg and Stękiny (about 120 km; 130 hours). Bidders may apply for one or more lots. The hour estimates are forecasts, and for each lot the authority guarantees services or a standby payment worth at least 10% of that lot’s total tender price. For each lot applied for, the bidder must provide a vehicle of at least 75 HP, either a tractor or truck, fitted with a mounted snowplough at least 2.50 m wide, and a spreader with a capacity of at least 4 tonnes. The same vehicle cannot be counted for multiple lots. The contractor must start work no later than 60 minutes after being notified; faster response times receive more points. Price accounts for 60% and response time for 40% of the award criteria. Required declarations must accompany the tender. During contract performance, personnel doing manual work, driving vehicles or operating winter-maintenance equipment must be employed under employment or temporary-work contracts. The contract runs through 30 April 2027.
