Supply and implementation of IT/OT infrastructure equipment and software for the Cybersecure Water Supply project in Borzytuchom

Summary

The Municipality of Borzytuchom is procuring an integrated package of IT/OT infrastructure equipment, software and licences, together with installation, configuration, integration, system and data migration, security testing and staff training. The supply includes, among other items, a virtualisation server, UPS, firewall with a 5G backup-link router, NAS storage, two network switches, two wireless access points and two 42U server racks. Services include deploying network access control (NAC), integrating monitoring systems, migrating a SCADA computer and client-selected business systems to a virtual environment, configuring scheduled offline network operation, carrying out an IT/OT/ICS/IIoT security assessment, and providing training. The cloud backup service must provide up to 1.6 TB of storage through 31 December 2026; data must be stored in Poland, the infrastructure must be within 250 km of the contracting authority, and service availability must be at least 99.5% per month. All deliveries, deployment, migration, testing and training must be completed by 15 December 2026. Bidders must submit one offer for the entire, undivided contract, completed offered-parameter tables and qualification evidence; equipment must be new and manufactured no earlier than January 2026. Participation requires at least one IT equipment supply worth at least PLN 80,000 gross, or a cybersecurity project involving implementation of such equipment, completed within the previous three years, and an appropriately scoped ISO/IEC 27001 certificate or equivalent evidence. Offers are evaluated on price (60%) and the manufacturer’s warranty and technical-support period for the physical server (40%); the server minimum is 12 months, with periods up to 36 months considered in the evaluation.
