Winter maintenance of county roads in the 2026/2027 winter season

Summary

The contract covers winter maintenance of county roads in the Wąbrzeźno area from 1 November 2026 to 15 April 2027; adverse weather may result in a change to the service period. The procurement is divided into four lots, and bidders may submit an offer for one, several or all lots: - Lots 1 and 2 cover anti-icing and snow clearance across the county. Both require a bidder-provided vehicle with a payload of at least 5 tonnes. For Lot 1, the contracting authority supplies the spreaders and ploughs; for Lot 2, the bidder must provide them. - Lot 3 covers snow clearance using additional equipment after heavy snowfall, such as a motor grader fitted with a plough, a backhoe loader or a front loader with a bucket capacity exceeding 1 m³. - Lot 4 covers loading sand-salt mixture and salt onto spreaders at the contracting authority's storage yard. It requires the bidder's wheel loader with a minimum reach height of 2.8 m. All vehicles and machines used for the work must have a mobile phone, a GPS device and GPS monitoring. The bidder must provide evidence of winter-maintenance experience, a list of available equipment, insurance evidence and the required declarations. At least two assignments involving winter maintenance of public roads must have been completed in the three years before the tender deadline; each must have covered one winter season. Price accounts for 60% of the score and the time to dispatch equipment after being called accounts for 40%; declared response times of 1 or 1.5 hours are scored, while a response time of 2 hours or more is not considered. No bid security is required.
