Thermal modernisation of the municipal building in Jasieniec

Summary

Gmina Jasieniec is procuring energy-efficiency improvement works at the occupied municipal residential building at 2 Pałacowa Street in Jasieniec. The contract has two parts: (1) replacing four existing coal-fired heat sources with pellet boilers fitted with automatic fuel feeders, carrying out heating-system works, and installing and commissioning the equipment; boiler dust emissions must not exceed 20 mg/m³, and the existing coal-fired heat sources must be permanently removed; and (2) insulating and protecting the building facade and carrying out associated works, including insulating foundation walls with 10 cm EPS 100 insulation, replacing two external doors, upgrading rainwater drainage, and completing associated sheet-metal and reinstatement works around the building. The documents conflict on the thickness of insulation for the main external walls: the tender conditions specify 20 cm, while the technical specification specifies 15 cm; bidders should ask the contracting authority to clarify this. The works must be completed by 18 December 2026. Price accounts for 60% of the evaluation score and warranty for 40%; a warranty of at least 36 months is required, and longer warranties receive more points. The bid must be submitted electronically with the required declarations and supporting documents. Employees performing manual work and equipment operators must be employed under employment contracts; the same requirement must be imposed on subcontractors. Before signing the contract, the successful bidder must provide performance security equal to 5% of the total bid price.
