Purchase, delivery and installation of communications equipment for population protection and civil defence in Proszowice County
Summary
The procurement covers the purchase, delivery and installation of new communications equipment for population protection and civil defence in Proszowice County. Bidders may tender for one or both lots. Lot I comprises 7 TETRA packages, to be installed at the county office and six local authority locations. Lot II comprises 2 shortwave radio packages, to be installed at the county office and the Proszowice County Fire Service headquarters. The work must be completed within 45 days of contract signature. Each TETRA package includes an antenna system and a VHF/UHF antenna, as well as a vehicle-mounted and a portable TETRA radio. The antenna operating ranges are 148–156 MHz and 380–400 MHz, with gain of at least 2 dBi, length below 1.4 m, weight below 3 kg and wind resistance of 200 km/h. Antenna-line attenuation must not exceed 3 dB at 390 MHz. Installation requires SWR, DTF and attenuation measurements using certified equipment that records GPS location; measurement reports and proof of calibration must be included. The radios must support TEA-2 encryption, DMO Repeater and DMO Gateway functions, remote programming via WiFi and OTAP, and the required network compatibility. The portable radio must have an emergency button and be supplied with two batteries, each rated at least 2,900 mAh. Each shortwave package includes a broadband vertical antenna, antenna installation, a radio receiver and a backup power supply. With an antenna tuner, the antenna must operate over 2–30 MHz, handle at least 250 W PEP/SSB, measure no more than 7 m when fully extended and no more than 1.6 m for transport, and weigh no more than 2.5 kg. The receiver must provide continuous reception from 0.030 to 74.800 MHz and a dynamic range of at least 113 dB at a 2 kHz spacing. The backup power supply must provide 13.8 V ± 0.5 V output, accept 230 V / 50–60 Hz input and support a maximum load of 30 A; a 12 V AGM battery with a capacity of 40–55 Ah is required. Following installation, the supplier must check grounding, SWR, the reception path and interference levels. Equipment must be new, complete, ready for use and sourced through a lawful, traceable distribution channel. It must meet the lot’s technical specification and applicable cybersecurity requirements, include manufacturer-supported firmware, and be delivered with the required documentation, Polish-language instructions and applicable quality evidence. The bid must include declarations confirming eligibility and satisfaction of the participation condition. The bidder must have completed at least one delivery of equipment for warning and alerting the population, with an equipment value of at least PLN 40,000 gross. No tender guarantee or performance security is required. Price accounts for 60% of the evaluation and warranty period for 40%; the warranty must be at least 24 months, and warranty scoring is capped at 60 months. The bid submission deadline is 12 October 2026 at 11:00.
