Municipal waste management for Gizałki municipality in 2027
Summary
The Municipality of Gizałki is procuring a service to receive and manage municipal waste from 1 January to 31 December 2027. The work covers accepting waste delivered by the municipality’s waste collection operator, weighing and recording it, and processing it lawfully for recovery, recycling, disposal or landfilling in accordance with the waste hierarchy. The estimated volume is about 1,210.12 tonnes of various waste types, including mixed municipal waste (390 t), biodegradable waste (169 t in total), ash (195 t), construction and demolition waste (105 t), packaging waste, glass, tyres, bulky waste, electrical and electronic waste, and other separately collected waste. Actual quantities by fraction may differ; the base volume may be reduced by up to 20%, but the contracting authority guarantees at least 80% of the estimated base quantity. The authority may also exercise an option increasing the contract value and volume by up to 10%. The bidder must identify the receiving and processing sites and ensure that they have the permits, capacity and environmentally compliant processes needed for all waste types. The receiving installation must be within 60 km of Gizałki Municipal Office. Mixed municipal waste must be accepted at an authorised municipal waste installation. Waste must be accepted on weekdays from 7:00 to 18:00, excluding public holidays, and the waiting time for entry and unloading must not exceed 30 minutes. Waste must be weighed on a certified scale and a weight ticket issued. The contractor must fulfil reporting and notification duties and provide an alternative receiving site if operations are interrupted. The estimated annual volume includes, among other types, 390 tonnes of mixed municipal waste; the installation must have annual capacity to process at least 400 tonnes of it. Participation requires appropriate waste database registration, permits covering all waste fractions, civil liability insurance of at least PLN 500,000, and relevant experience: at least one service for a single contracting authority involving at least 800 tonnes over 12 consecutive months, worth at least PLN 500,000 gross, performed within the last three years. Price accounts for 60% of the evaluation and the invoice payment term for 40%; bidders must choose 7, 14, 21 or 30 days. Receiving installations must have ISO 9001:2015 and ISO 14001:2015 management systems or equivalent. Where applicable, staff who receive and weigh waste must be employed under employment contracts. The bid must include the required declarations confirming that exclusion grounds do not apply and that participation conditions are met.
