Snow clearance and ice control on municipal roads and squares

Summary

The tender covers winter maintenance of municipal roads and squares in Słupca for the 2026/2027 season, comprising ice control and the removal of snow and slush. It is divided into four lots: Lots 1 and 2 cover ice control using two vehicles equipped with grit spreaders; Lots 3 and 4 cover snow clearance using two vehicles with front ploughs and one backhoe loader. For ice control, a sand-and-salt mixture containing at least 10% salt, with particle sizes of 0.2–2.0 mm, is spread on bends, junctions and steep gradients. The minimum cleared road width for snow removal is 4.5 m. Services are provided as required by weather and municipal needs, with no restriction by day of the week or time of day. The workload is not guaranteed, and payment is based on actual hours worked. Estimated maximum hours are 230 hours for ice control in Lot 1 and 410 hours in Lot 2, combined for two vehicles; for snow clearance, Lot 3 provides for 80 combined hours for two plough vehicles and 5 hours for the backhoe loader, while Lot 4 provides for 120 and 5 hours respectively. The contract lasts five months from signature. Work must begin within 120 minutes after the contracting authority’s telephone request; offering a shorter response time improves the evaluation score. The contractor must provide the required operational equipment, fuel, ice-control materials, maintenance and replacement equipment in case of breakdown. Round-the-clock operation must be possible during heavy snowfall or emergencies. Price is weighted at 60 points and response time at 40 points. The offer must include the required declarations, a price form for each lot bid for, and an equipment list; the highest-ranked bidder may be asked to provide evidence that the equipment is available. No bid security or contract-performance security is required.
