Reconstruction, renovation and thermal upgrading of the Bałtyk Health Resort Hospital in Świnoujście

Summary

The contract covers comprehensive reconstruction, renovation and thermal upgrading of the Bałtyk Health Resort Hospital in Świnoujście, including accessibility improvements and a change in the use of some rooms. The works include structural elements, the roof and façades, interior finishes, water and sewerage, heating, ventilation, electrical and low-voltage systems, fire safety, accessibility, site works and installation of fixed equipment. The contractor must carry out the required tests and commissioning, prepare as-built documentation and hand over a complete, operational building. Servicing of the supplied lifting equipment and the heat-node pumps is required for one year after final acceptance. The bid must cover the entire contract; partial and variant bids are not permitted. Attendance at a mandatory site visit is required on 8 October 2026 at 09:00 at the site, Słowackiego 23, Świnoujście. Attendance must be confirmed in a signed record identifying the bidder; otherwise the bid will be rejected. The bid submission deadline is 21 October 2026 at 10:00. A PLN 250,000 tender guarantee is required. Price is the sole award criterion (100%); the contracting authority may negotiate with bidders to improve their bids. The works must be completed within 12 months of handover of the construction site, which is planned by 28 February 2027. Before contract signing, the successful bidder must provide, among other items, a detailed work, schedule and finance plan, a detailed cost estimate and insurance documents. The contract requires at least 60 months of warranty and liability for defects, and performance security equal to 5% of the total bid price. The bidder must demonstrate access to at least PLN 2,000,000 in funds or credit, two qualifying construction projects completed in the previous five years, each worth at least PLN 5,000,000, and at least one façade renovation or reconstruction project at a heritage-listed building. The team must include construction, electrical works and sanitary works managers with the specified professional authorisations.
