Winter maintenance services for county roads in the Lesko area, 2026/2027 season

Summary

The procurement covers winter maintenance of county roads managed by the Lesko County Roads Authority during the 2026/2027 season. The work consists of clearing snow from the full width of the carriageway and treating slippery surfaces with a mixture of 0–4 mm grit and salt. There are two lots: Lot 1 covers six roads with a total length of 22.040 km, and Lot 2 covers the 1.5 km Rajskie–Zatwarnica road. The forecast is up to 40 call-outs for each road; the contracting authority will determine the location and scope of each call-out according to need. In Lot 1, up to six call-outs may cover a reduced distance, with the shortest section to be maintained measuring at least 6 km. Bids may be submitted for either or both lots. The contractor must provide suitable winter-maintenance equipment, materials and round-the-clock operator availability, and include all related costs, including salt, sand, fuel, equipment, staff readiness and continuous monitoring of road conditions. The required treatment material is a sand-and-salt mixture containing 10% salt; materials must have the approval or technical acceptance required for winter road maintenance. Under normal winter conditions, snow clearing takes place from 4:00 to 7:00; no work is carried out from 19:00 to 4:00, and the vehicle speed during spreading must not exceed 25 km/h. Penalties apply for refusing a call-out or failing to comply with the work requirements. The contract must be completed by 10 April 2027. Bidders must hold paid liability insurance with cover of at least PLN 40,000 and provide the specified equipment and a driver with the required licence for each lot. The bid must include a preliminary declaration confirming the absence of exclusion grounds and compliance with the participation conditions; the highest-scoring bidder will be asked for the insurance policy and equipment and personnel lists. Equipment operators must generally be employed under employment contracts, except where a self-employed individual personally performs the work. Bids must be submitted electronically in Polish. Price accounts for 60% of the evaluation and the invoice payment period for 40%; the offered payment period must be 7–30 days. No bid security or contract-performance security is required.
