Legal information system access for courts in the Wrocław area
Summary
The procurement is for 24 months of licences to an up-to-date legal information system for four courts in the Wrocław area. The system must provide browser-based access to legislation, case law, commentaries and search functions, and support judicial work outside court premises. The contract is divided into two parts: each includes four unlimited intranet licences for staff at all four courts, while the shared online access pool provides 10 simultaneous users in Part I or 15 in Part II. A bidder may tender for only one part and may be awarded only one part. The bidder must provide a declaration confirming that no exclusion grounds apply and that participation requirements are met. No separate turnover, past-experience or team-qualification requirements are set, but the system must comply with the detailed technical specification for the selected part. The bidder must state the system update time in its offer, which may not exceed 72 hours; in Part II, periodic server updates must take place at least once every seven days. Part II also requires at least 14,000 case-law commentaries, at least 67 legal and administrative-law journal titles or an equivalent collection, and at least four online training sessions with access to 180 recorded sessions or equivalent content. Offers are evaluated on price (60%), the number of case-law decisions (20%) and the number of commentaries (20%). Offers must be submitted electronically in Polish and properly signed. The service starts no earlier than 1 January 2027.
