Design and cost-estimate documentation for roof repairs at Ilowa Palace

Summary

The procurement is for complete design and cost-estimate documentation for replacing the roof covering of the historic palace in Ilowa, repairing and replacing dormers and windows, renewing sheet-metal flashings, repairing chimneys above the roofline, and repairing and strengthening the roof structure. The building is protected as a historic monument, so the work must preserve its heritage value and include the required heritage consultations, opinions, permits and decisions. The work includes a detailed building and roof survey, assessment of their technical condition, any necessary investigations and openings, design solutions, bills of quantities, investor’s cost estimates and technical specifications for construction and acceptance. The bidder must coordinate the complete documentation; it must be delivered in four paper copies and electronically in PDF and editable formats. Stage I survey and condition assessment are due by 15 December 2026. Stage II documentation and the required consultations and permits are due within nine months of contract signature. The designer may also have to assist during the construction-works procurement and answer questions referred by the contracting authority within three working days. To qualify, the bidder must have properly completed at least two relevant design-documentation projects during the preceding five years, each relating to an investment worth at least PLN 1,000,000 gross, with at least one project concerning a listed historic building. The team must include a structural and building-design specialist and an architectural-design specialist, each holding the required unrestricted design authorisation and relevant experience. Bids must be submitted electronically through the Polish e-procurement platform by 7 October 2026 at 08:00. Evaluation: price 60% and payment period 40%; the offered payment period must be at least 14 days, and 30 days is the normal scoring maximum. No bid guarantee is required.
