Supply of dosimetry instruments with after-sales service during the warranty period, divided into two lots

Summary

The procurement is divided into two lots for dosimetry instruments with after-sales service during the warranty period. A bidder may submit an offer for either or both lots. • Lot 1: four sets of instruments for measuring dose rate and radioactive contamination. Each instrument must have a proportional counter detecting gamma and X-rays, an energy detection range of at least 30 keV–4.0 MeV, a dose-rate measurement range of at least 50 nSv/h–100 mSv/h, and a dose measurement range of at least 100 nSv–1 mSv. Each set includes an external alpha and beta probe with a coiled cable. The contamination detector area must be at least 15 cm², and the instrument must weigh no more than 1,000 g without its power supply. • Lot 2: one dosimetry instrument. It must have an ionisation chamber with a volume of at least 550 cm³, an X-ray and gamma energy detection range of 6 keV–15 MeV, a dose-rate measurement range of 50 nSv/h–2,000 mSv/h, and a dose measurement range of 50 nSv–2,000 μSv. It must weigh no more than 1,000 g without its power supply and operate at temperatures from –5°C to 40°C. For both lots, the instrument must display dose-equivalent rate in sieverts or their subunits, select the measurement range automatically, and allow the operator to set an alarm threshold. Lot 1 instruments must also provide an optical and acoustic or vibration alarm when the threshold or measurement range is exceeded. Instruments in both lots must detect gamma and X-rays, have a Polish- or English-language menu, and include an EU declaration of conformity and batteries or a rechargeable battery. Delivery is due within 30 days of contract signature for Lot 1 and 49 days for Lot 2. The offer price must include after-sales warranty service. The warranty must be at least 12 months; bidders may offer 12, 24, 36, or 48 months. During the warranty period, the supplier must ensure continuous service, provide free operating advice, and repair a faulty instrument within 20 working days. If repair is delayed, the contracting authority may require a new replacement within 20 working days. A further fault after three repairs also requires replacement with a new instrument of at least equivalent specifications. The warranty period starts again for a replacement instrument. Offers are evaluated on price (60%) and warranty duration (40%): 48 months earns 40 points, 36 months 26 points, 24 months 13 points, and 12 months 0 points. The bidder must submit the offer form and technical-parameters form for the relevant lot, together with a declaration concerning the absence of exclusion grounds. Each bidder may submit one offer per lot. No special financial, experience, or other bidder qualification thresholds are set.
