Integrated information security and IT/OT infrastructure system for the municipal utility in Kołaczyce

Summary

The procurement covers the supply, installation, implementation and maintenance of an integrated information-security and IT/OT cybersecurity solution for the municipal utility in Kołaczyce. The IT scope includes, among other things, high-availability servers and network switches, a firewall, SIEM, SOAR, EDR, MFA and MDM solutions, server licences, expanded antivirus protection, a 42U rack cabinet and security testing of the IT/OT/ICS/IIoT network, together with equipment installation and configuration. The OT scope includes UPS backup power and a pre-implementation analysis and design of an IT/OT/ICS/IoT security solution. The intended result is one integrated system that strengthens cybersecurity and operational continuity for water and wastewater services. This is a single, indivisible contract; bids for separate parts are not allowed, and the work must be completed by 12 December 2026. Bidders must submit the required declaration and a detailed description of the proposed solution, including models, manufacturers and technical parameters. Participation requires evidence of proper completion, during the last three years, of at least two relevant IT infrastructure contracts, each worth at least PLN 300,000 gross; a network engineer and a systems/server engineer meeting the stated experience requirements, with the latter also holding a current technical certificate; and ISO 9001, ISO/IEC 27001 and ISO 22301 management systems or equivalents. The bid guarantee is PLN 3,000, and price is the sole award criterion.
