Transport of students with disabilities from the Łochów municipality area

Summary

The tender covers the daily transport of students with disabilities living in the Łochów municipality to the special education centre in Węgrów and back after classes. The service will run from 1 September 2026 to 25 June 2027 on school days only and will include one morning outbound journey and one afternoon return journey on each school day. The procurement is divided into two lots, and bids may be submitted for both: Lot 1 concerns 38 students who can move independently, while Lot 2 concerns four wheelchair users. For each lot, the bidder must provide a separate compliant vehicle, driver and adult attendant. Vehicles must have been manufactured in 2015 or later, meet at least the Euro 6 emissions standard, and have heating, air conditioning and seat belts. The Lot 2 vehicle must accommodate at least four wheelchairs and include restraint systems, safety belts and safe loading equipment. The bidder must hold a passenger-transport authorisation or licence, maintain liability insurance of at least PLN 400,000, and have properly performed at least one disability transport service worth at least PLN 100,000 gross during the previous three years, including passenger assistance. Bids must be submitted electronically by 25 August 2026 at 00:00. Evaluation is based 60% on the daily gross remuneration rate and 40% on the replacement-vehicle deployment time: up to 15 minutes receives 40 points, more than 15 up to 20 minutes receives 30 points, and more than 20 up to 30 minutes receives 0 points.
