Summary

This tender concerns a framework agreement for student laptops for upper secondary education in Innlandet county. The aim is to provide a holistic and cost-effective solution for the procurement, delivery and management of student PCs throughout the schooling period, supporting the curriculum and digital learning processes. Students keep the devices after graduation. The plan is to establish parallel framework agreements with three suppliers; the three suppliers with the best price-quality ratio will be selected. The winners will sign a contract for delivery in 2027, with annual mini-competitions thereafter. If only one bid is accepted, the framework agreement duration may be limited to one year. The devices shall be delivered for 2027 with the operating system Windows 11 Pro Education or newer; during the contract period there may be a need to procure devices under other operating systems, including Apple Mac. The agreement emphasizes reliable logistics, high delivery precision and easy handling for the schools to ensure students have access to the devices at the right time and with minimal administrative burden for the county. The framework agreement should provide a uniform, efficient and traceable process for registering, handling and closing all matters related to student PCs (claims, insurance, warranty, repairs/replacements).
