Framework agreement for fire alarm systems, emergency lighting and smoke dampers

Summary

The framework agreement aims to establish a contract for annual inspection, repair/maintenance and minor expansions of smoke dampers, fire alarm systems and emergency lighting in the contracting authority's building stock. The objective is to maintain a high level of safety and reduce the risk of fire-related consequences. The contract will be governed by the attached agreement with appendices. The European Single Procurement Document (ESPD) should be completed as provisional documentation of compliance with qualification requirements and the absence of disqualification grounds. The contracting authority may request suppliers to submit all or part of the documentation at any time to ensure proper competition. A supplier selected for contract award must document compliance with the stated qualification requirements before contract signing. If a supplier relies on another company to meet one or more qualification requirements, separate declarations must be provided for that company; if relying on other companies for financial capacity, those companies must be jointly liable; if relying on others for relevant professional experience, those companies must actually perform the services. The contracting authority may cancel the competition with immediate effect if there is a valid reason.
