Municipal Pass for the municipalities of Veenendaal, Rhenen and Renswoude

Summary

The Municipality of Veenendaal is procuring an integrated municipal-pass service for the municipalities of Veenendaal, Rhenen and Renswoude to support residents on low incomes. The scope includes implementing and operating a digital application channel and pass solution, issuing physical and digital passes, processing applications for related means-tested schemes, and managing the participating-provider network. The 2025 reference volume was approximately 2,100 applications and 4,850 passholders; the service must be operational from 1 July 2027. The initial contract term is one year, with up to three one-year extensions. The integrated procurement is not divided into lots.
