Renovation of market and event electrical cabinets

Summary

The contract covers the renewal of electrical installations and cabinets serving the market and event areas in ’s-Hertogenbosch. The work is divided into a pilot phase followed by a full renovation. It includes, among other tasks, replacing market electrical cabinets, removing existing pits, and installing new cabinets, earthing systems, cable-protection ducts and cable pits. Traffic management, coordination with other parties, user instruction and building surveys are also included. The pricing form specifies, among other quantities for the full renovation, 11 new market cabinets, removal of 11 main distribution pits and 2 street-lighting pits, 8 earthing electrodes and surveys of 50 buildings. The contractor must also provide a web application to operate the market and event cabinets, including installation, maintenance and connectivity for five years. The application must support management of electricity consumption, users, reservations and billing. The pricing form includes an estimated energy margin based on 600,000 kWh, 40,000 activation charges and a €100,000 allowance for unforeseen work. Bids must be submitted through TenderNed by 10:00 on 8 December 2026. A bid must include the pricing form, required references, a signed European Single Procurement Document, a signed declaration of no Russian involvement and a work execution plan of no more than six A4 pages. Price carries 30 points and the work plan 70 points; a non-compliant or inadequate work plan may lead to exclusion. The contractor must spend at least 2% of the contract value excluding VAT on the social return obligation.
