Technical condition survey of green spaces
Summary
The tender covers a systematic field survey of the technical condition of Utrecht’s green spaces, processing and analysing the collected data, and preparing restoration recommendations and solution options organised into work packages. The survey covers woodland, forest planting, hedges, shrubs and plants; trees and grass are excluded. Also excluded are the green areas managed by the De Wetering and Papendorp park-management organisations, the named country estates, forts and lunets, and green spaces at sports facilities, allotments and cemeteries. Carrying out the recommended restoration works is not part of the contract. The base assignment covers four city districts over two years, with two districts surveyed each year. The city may place up to three one-year follow-on orders, each covering two districts; if all options are used, the work will cover ten districts over a maximum of five years. Fieldwork takes place annually from 1 March to 1 June. The contractor supplies field computers or tablets with data connectivity and records the results in the city-provided iAsset system or any replacement system. The contractor analyses results by district and management group, interprets the causes of defects, and prepares restoration strategies, work packages, initial cost estimates and reports. The city intends to use the findings to support long-term investment planning. Travel within Utrecht for the work must be emission-free, normally by bicycle. Bids must be submitted electronically through TenderNed by 10 December 2026 at 16:00. The approach plan is worth 60 points, the CO2 ambition level up to 5 points, and price 35 points. Bidders must submit the required qualification and bid documents and meet the safety and experience conditions. A 2% Social Return obligation applies if the total value of orders reaches €100,000.
