Year-End Gifts

Summary

The contract is for supplying year-end gifts to employees of the Ministry of Social Affairs and Employment under a framework agreement with one supplier. Employees will use digital or physical vouchers to choose from a webshop either one gift worth €70 or two gifts worth €35 each. The estimated demand is approximately 5,700 vouchers per year, including about 1,700 physical vouchers. The estimated value over four years is €1.6 million including VAT, with a maximum contract value of €1.8 million. The voucher price is fixed at €70 including VAT, regardless of the number of gifts chosen. The initial contract term is two years, with a possible maximum duration of four years. The supplier must issue the vouchers, operate a Dutch-language webshop and deliver the selected gifts. The range must cover different product groups and electrical appliances, include at least ten gift-card options worth €70 and ten worth €35, the specified gift-card brands, and at least four charitable organisations plus the SZW staff fund. The webshop must be available around the clock with at least 98% availability, comply with digital accessibility standards EN 301 549 v3.2.1 and WCAG 2.1 AA, and use B1-level written Dutch. Gifts must be handed to the delivery service within 72 hours of an order. Delivery must be free throughout the Netherlands, including the Wadden Islands, and in the border regions of Germany and Belgium. The bid must include a signed European Single Procurement Document, a quality response using the required template, and one reference declaration. The bidder must demonstrate experience, under one contract, of issuing at least 5,000 vouchers within one year, including at least 4,000 digital vouchers, and delivering selected gifts through a webshop. At least 600 out of 1,000 quality points are required; price is not evaluated because the voucher price is fixed. The bid deadline is 11 January 2027 at 10:00.
