Wmo assistive device rental and servicing

Summary

The municipality of Hardenberg seeks one supplier under a framework agreement to select, fit, supply, maintain and repair assistive devices provided under the Wmo, on an all-inclusive rental basis. The devices include manual and powered wheelchairs, wheelchair push and handrim aids, children’s pushchairs, wheelchair bicycles, mobility scooters, tricycles, handbikes, patient lifts, shower and toilet equipment, and wash-and-dry toilet systems; a storage facility for a mobility scooter or tricycle is also included where needed. Wall-mounted shower equipment, electric door openers, shower and bath equipment costing less than €500, ceiling lifts and stair lifts are excluded. The contractor must also take over the municipality’s existing rental stock by 1 June 2027. The transfer value is calculated using 75% of the gross catalogue price less €90, divided by the technical service life in months and multiplied by the months in use; the resulting depreciation is deducted from the catalogue price. The depreciation period is generally 7 years, or 5 years for shower and toilet aids costing more than €500. The estimated total value over the full potential term is €9.8 million excluding VAT, with a maximum value of €14 million. The agreement starts on 1 June 2027, runs initially for 3 years and may, with both parties’ consent, be extended twice by 2 years, for a maximum term of 7 years. The contract is not divided into lots. Bidders must evidence experience, within a continuous 12-month period, of selecting, fitting and delivering at least 150 new or refurbished Wmo assistive devices and of servicing, maintaining and repairing at least 800 such devices. Required ISO and sector certifications, adequate business liability insurance and financial continuity also apply. The tender must include, among other items, the European Single Procurement Document, a reference form, a price schedule and duly signed documents. The successful contractor must devote at least 2% of invoiced contract value to Social Return activities. Tenders are evaluated on the best price-quality ratio: price carries 40 points and quality 60 points, covering client communication and service, a delayed delivery case and a complex repair case.
