Summary

HZ University of Applied Sciences is launching an open European tender for auditing services. The scope comprises year-end audit of the university, including WNT audit and related assurance on funding data (bekostigingsgegevens) and the natural advisory function performed by the auditor. The contract will be awarded to a single contractor. The initial term is 51 months starting 1 April 2027 and ending 30 June 2031, with the possibility to extend twice for up to 24 months each (maximum eight audit years). Pricing is based on the price schedule; the first-year audit price is around €95,000 exclusive of VAT, with optional subsidy controls estimated at €25,000–€40,000 per year. The total estimated value over the maximum eight-year term, including optional subsidy controls, is about €1.08 million exclusive of VAT. The procurement uses an open procedure with best price-quality ratio, and is subject to standard requirements including the GVA (behavioural declaration to tender), tax and social contributions declarations, AFM license, and registration with the NBA. References and documents to be submitted include the required attestations, and the engagement will be governed by the applicable Dutch public procurement terms and the contract annexes.
