Making three water intake pumping stations fish-friendly and increasing their capacity

Summary

The procurement covers one integrated contract for making the H. Küpers, mr. V.M. Vennix and Ter Apelkanaal pumping stations fish-friendly and increasing their capacity by 20%, while retaining as much of the existing infrastructure as possible. The works include design and engineering, supply of pumping solutions, installation, testing and commissioning, together with civil, mechanical, electrical and control-system works. The works are primarily to be carried out during the winter period and must be completed no later than 1 April 2028. The pumps must be fish-friendly in accordance with NEN-EN 18110 (2025). The target is more than 95% fish safety for eel and roach; for roach at the Vennix pumping station, a minimum threshold of 93% applies, while the 95% requirement remains applicable to the other stations. The bidder must provide evidence that the proposed pumps are fish-friendly, based either on field tests of a comparable pump or on standard-compliant modelling and hydraulic test results. The tender must be submitted electronically by 2 October 2026 at 12:00. The submission must include the UEA, the reference form, the declaration concerning the Russian sanctions regulation, the signing declaration, the tender form, separate price schedules for the three pumping stations, responses to the two quality criteria and the justification of pump fish-friendliness. The award is based on the best price-quality ratio. The quality criteria concern execution control, planning and operational reliability, and energy performance, maintainability and sustainability. Each quality criterion has a maximum notional financial impact of EUR 350,000, and the tender with the lowest notional tender price wins.
