Nationwide European tender for procurement and procurement advisory services and contract and supplier management 2027–2031

Summary

The tender covers nationwide procurement and procurement advisory services, together with contract and supplier management, divided into three lots: 1) operational and tactical procurement services, 2) strategic and specialist procurement and advisory services, and 3) contract and supplier management. Framework agreements will be concluded initially for 24 months, with two possible extensions of up to 12 months each. The total maximum framework value is EUR 430,000,000, and up to 20 service providers may be appointed. Bidders must be able to provide nationwide coverage in the Netherlands, maintain sufficient staff at different levels during demand peaks, and submit at least 7 valid and relevant offers out of every 10 further-offer requests within five working days for standard requests and within two working days for justified urgent requests. All requirements in the requirements document are mandatory; full or partial refusal makes the tender invalid. Tenders are evaluated on quality, service and partnership quality, and Social Return; price has a weighting of 0 points. Tenders must be submitted by 30 November 2026 at 11:00.
