Administration outsourcing

Summary

This tender concerns outsourcing VOBO’s administration, including a financial and personnel administration system, application management, part of payroll and HR processes, part of financial administration, advisory support and further development of the administrative organisation. The contract starts on 1 January 2027 and runs for an indefinite period, with a one-year notice period for the contracting authority and a two-year notice period for the contractor. The award is based on the best price-quality ratio: quality 80 points and price 20 points. The bidder must submit a signed UEA, answers to the open questions and a price sheet, and must meet the stated exclusion grounds, qualification requirements and form requirements. Key qualification requirements are four references in vocational education, each with at least 175 employees, and an ISO 9001:2015 or equivalent quality management system.
