Improvement of water supply to Noordervaart

Summary

The tender concerns the improvement of water supply to Noordervaart. The project is split into a design/build team phase and a later implementation phase. The works mainly involve replacing outdated hydraulic structures, increasing free-flow discharge capacity, creating additional water supply measures, operating and control systems, and replacing a stormwater culvert. A bidder must submit the request and later the tender digitally via TenderNed in Dutch, using the prescribed forms and a qualified electronic signature. The bidder must provide a UEA, additional declaration, technical capability form, bid form, Model K declaration, environmental/social/labour declaration and price breakdown. If bidding as a consortium, each member must submit the required documents. The bid must remain valid for 60 days. The price ceiling is EUR 16,500,000 excluding VAT, and the fixed design-build price and reference price for implementation may each deviate by no more than 20%. For participation, the bidder must prove technical capacity with at least two references: one large construction-sector project of at least EUR 10,000,000 in the last 5 years, and one reference from the last 10 years for design and execution of a siphon/culvert in a canal or lock, at least 50 metres long and 1,000 mm in diameter. If relying on another entity’s capacity, the bidder must prove access to that entity’s resources and its actual involvement. The notice also requires confirmation that no exclusion grounds apply, including criminal convictions, tax/social security arrears, bankruptcy, serious misconduct, conflict of interest, false statements and unlawful influence.
