Supply of summer flower seedlings for Ventspils public plantings for the 2027 season

Summary

The procurement covers the supply of summer flower seedlings for Ventspils public plantings in 2027, divided into two lots: 27,015 plants for flower beds and 22,095 annual plants for sculptures and flower pots. Bidders may tender for one or both lots, but alternative bids are not permitted. Deliveries are planned in batches averaging 3,000 plants, starting on 10 May 2027, at Saules iela 135, Ventspils; weather conditions may allow an earlier start. Deliveries for lot 1 must be completed by 30 September 2027 and those for lot 2 by 30 July 2027. Plants must be healthy and not leggy, in flower or at least showing opening buds, with foliage colour appropriate to the variety and no signs of pests or disease. The growing medium must contain slow-release fertiliser, and plants must be grown in suitable plastic pots or containers. A plant passport must accompany each delivery. Non-compliant plants must be replaced or the contractual damages paid. The contracting authority may reduce the quantities by up to 20%. Price is the sole award criterion, and the lowest-priced compliant bid will be selected for each lot. Bidders must demonstrate the required experience in growing or supplying seedlings and average annual turnover of at least EUR 15,000, and submit a quality assurance plan and the required technical and financial offers.
