Supply of ophthalmic medical devices

Summary

Daugavpils Regional Hospital is procuring ophthalmic medical devices and related accessories in 12 lots: a vision-testing screen, digital lensmeter, handheld pupillometer, fundus lenses, paediatric vision-test kits, a paediatric autorefractor, a child-sized trial spectacle frame, an ergonomic ophthalmologist workstation, a retinoscope, a computerised visual-field perimeter, a fundus camera and an ultrasound device. Quantities and minimum technical requirements for each lot are set out in the tender documents. The estimated total value is EUR 133,900 excluding VAT. The supplier must deliver, install and commission the devices by 15 December 2026. The price must cover all delivery, transport, installation and commissioning costs. Devices must be new and unused, and manufactured no earlier than 12 months before contract signature. The supplier must provide a warranty of at least 24 months, maintenance and repairs, the required documentation, and on-site training for up to five hospital staff; refresher and advanced training must be provided within one year of the initial training if requested by the buyer. The technical offer must demonstrate compliance with the technical requirements for the relevant lot and include the required conformity documents. Offers are evaluated on price and quality. Price is worth 50 points and the warranty period up to 30 points. The manufacturer’s stated service life is worth 15 or 20 points depending on the lot; lots 1, 2, 8, 10, 11 and 12 also assess standby electricity consumption, worth 5 points. To participate, bidders must meet the registration, authorization to sell and provide warranty service, and authorized service engineer requirements, and submit the required qualification and technical evidence.
