Single-use sets for donor apheresis and plasmapheresis procedures

Summary

The procurement covers single-use sets for donors’ automated multicomponent apheresis, producing leukocyte-depleted platelet components and plasma, and plasmapheresis sets for paediatric doses. It also includes ACD-A anticoagulant solution and the rental of the medical devices needed to perform the procedures. The contract is not divided into lots and will run for 36 months or until the contract value is reached. Estimated annual quantities are 3,000 multicomponent apheresis sets, 20 plasmapheresis sets and 3,300 ACD-A units; the three-year offer quantities are 9,000, 60 and 9,900 respectively. The devices must be installed and commissioned before the first delivery, which is due within six weeks of contract signature. The supplier must maintain safety stock equal to at least three months’ average consumption and be able to deliver it within 24 hours of a request. Bidders must prove registration, the right to distribute the products in Latvia and manufacturer authorisation; the manufacturer must also authorise the specialists performing the specified technical activities. The offer must include the required technical and regulatory evidence and comply with the detailed requirements for the medical devices, sets, ACD-A solution, servicing, training and IT security. Price accounts for 45 points. The remaining points depend on the number of platelet doses produced within four hours (30 points) and automatic preparation, the platelet separation method, continuous monitoring for red-cell contamination and a cycle volume below 250 ml (25 points in total).
