Condition assessment and restoration repair of damaged wheelset frames for Škoda 15T RIGA trams

Summary

The procurement covers assessment of the condition and restoration repair of damaged wheelset (bridge) frames from Škoda 15T RIGA trams operated in Riga. The work begins with geometric and magnetic particle testing, assessment of damage and a technical report for each frame. For each frame considered repairable, the contractor submits a separate repair price; work proceeds after the contracting authority approves it and includes the required inspections, documentation and surface protection. The contractor is also responsible for transporting and safely packing the frames. The estimated contract value is EUR 347,000 excluding VAT. The contract runs for 24 months and covers an indicative total of about 30 frames, ordered in batches, usually 4–10 frames at a time; the contracting authority is not obliged to order the full quantity. Each order is to be completed within 16 weeks, and the work carries a 24-month warranty from installation of the frame in a tram. Bidders must demonstrate experience in at least two relevant contracts for repairing or manufacturing load-bearing metal structures for rail rolling stock during 2021–2026 and access to at least one specialist with a valid EN ISO 9712 Level 2 MT testing certificate. Civil liability insurance with a limit of at least EUR 1,000,000, or confirmation that it can be obtained, is required. The offer must include technical and financial submissions; the compliant offer with the lowest total price wins.
