Automatic car wash services

Summary

The procurement is for automatic car-wash services for the Latvian road authority's passenger cars over 12 calendar months. It is divided into two lots, and bids may cover one or both: Lot I plans 500 washes in Bauska, Gulbene, Jēkabpils, Liepāja, Rēzekne, Riga, Saldus, Tukums, Valmiera and Ventspils; Lot II plans 500 washes in Aizkraukle, Cēsis, Daugavpils, Jelgava, Jēkabpils, Kuldīga, Liepāja, Limbaži, Ludza, Madona, Ogre, Rēzekne and Riga. Each lot requires at least one automatic car wash in every listed city; a facility may be within the city limits or no more than 5 km away by road. The service must include pre-treatment, washing, waxing, wheel-rim cleaning and drying. It must be available at all offered facilities on weekdays from 8:00 to 17:00. Cashless bank-transfer payment and payment in arrears for services received in the previous calendar month are required. The equipment and season-appropriate professional car-wash chemicals must not damage the vehicle's paintwork or body. The contract runs for 12 months or until its value ceiling is reached, whichever occurs first. Price is the sole award criterion, and the compliant bid with the lowest contract price wins. Bidders must provide the required environmental permit or registration for every offered facility, together with technical and financial offers. Bids must be submitted electronically in Latvian; goods and services originating in Russia or Belarus may not be used in contract performance.
