Production and supply of drivers' documents

Summary

The tender covers the production and supply of driving licences, driver qualification cards, recreational craft licences, driving licences for the carriage of dangerous goods and learner permits. The supplier must develop, install, maintain and operate a decentralised production system and ensure its operation at customer service centres throughout Latvia. The service is planned for five years from 3 January 2028; the implementation deadline is eight months from contract entry into force. The offer must be submitted electronically by 26 October 2026. A EUR 200,000 bid guarantee must be provided and remain valid for at least six months from the date of tender opening. Offers will be evaluated as the most economically advantageous offer: price carries up to 70 points, while the remaining points concern security features, resistance of the facial image to counterfeiting, document design, management systems, document durability and the project manager’s special experience.
