Insurance of Cēsis Municipality’s Movable and Immovable Property
Summary
Cēsis Municipality is procuring insurance services for its immovable and movable property located within the municipality. The contract covers the complete asset list and is not divided into lots; partial-scope and alternative bids are not permitted. The insurance period is initially 12 months from the anticipated start date of 1 November 2026, with a possible further 12-month extension by agreement, for a total term of up to 24 months. The bidder must hold a licence from the competent supervisory authority to provide insurance services and be authorised to operate in Latvia. Bids must be submitted electronically in Latvian and include the participation application, qualification evidence, and technical and financial offers. The technical offer must include the proposed insurance terms and draft policy. The financial offer must cover the entire scope, state a price for each listed asset, and show the price in euros excluding VAT, VAT, and the total including VAT. Prices must be given to two decimal places, and insurance premiums must remain unchanged throughout the contract. Offers will be evaluated to identify the most economically advantageous compliant bid using the criteria set out in the procurement documents. Qualification checks cover registration and the insurance licence. Bidders must describe consortium members and their allocation of responsibilities, and disclose subcontractors and other entities’ resources where these are used. The notice and documents provided do not set minimum turnover, numbers of previous contracts, or team-experience thresholds.
