Redevelopment and management of the Fefe De Giorgi sports hall in Squinzano
Summary
The concession concerns the redevelopment and 12-year operation of the Fefe De Giorgi sports hall owned by the Municipality of Squinzano. The selected concessionaire must design and carry out improvements to the building and outdoor area, including upgrading and improving the energy efficiency of building systems, replacing the PVC cover, improving accessibility, and addressing fire safety and the water and sewer connection. The concessionaire must also organise sports activities and provide maintenance, cleaning and security, while bearing the operating costs. The municipality provides no funding and charges no use fee; at the end of the concession, the facility must be returned in usable condition, and the works and equipment become municipal property. The operator must make the sports hall available to local lower-secondary school pupils during teaching hours throughout the school year and pay for electricity, showers and heating during that use. At least 25 days per year must be made available free of charge to the municipality or for municipality-supported social or sporting events. The bid must include a technical redevelopment proposal, a sports and management plan, and an economic and financial feasibility plan covering the 12-year period. Bids are evaluated on the basis of the most economically advantageous offer: up to 90 points for the technical and management proposal and up to 10 points for the financial offer. Eligible applicants are sports organisations with the required experience and temporary groupings of such organisations. A mandatory site visit must be completed by 12:00 on 30 October 2026, and the application and bid must be submitted electronically by 12:00 on 31 October 2026. Before signing the contract, the selected applicant must provide a guarantee for the redevelopment works and third-party liability insurance of at least EUR 1,000,000. Within 30 days after completion of the works, it must also provide insurance covering fire and vandalism damage of at least EUR 150,000.
