Summary
The procurement is for a five-year concession to operate a bar and café at the Palermo site of Italy’s National Research Council. The concessionaire will organise and run the service using its own staff and resources and will bear the risks associated with customer demand and operating costs; the authority guarantees neither a minimum number of users nor a level of revenue. The estimated concession value is €754,843.36 excluding VAT. The bar and café must open from 7:30 to 16:30, Monday to Friday, with lunch options available from 12:00 to 15:00. The offer is to include drinks and coffee, bakery products, snacks, fresh fruit and lunch dishes, including daily first and second courses, a complete meal and a salad, as well as vegetarian, vegan and gluten-free options. Cooking on site is prohibited; ready-made food brought in from authorised external kitchens may only be reheated or kept at the required temperature. Bidders must complete a compulsory site visit before submitting an offer and provide a technical proposal, an economic and financial plan, an environmental-criteria report and a food-waste reduction project. Offers will be assessed on quality and price: the technical proposal carries up to 70 points and the financial offer up to 30. The estimated user base of about 400 people is indicative only and does not guarantee revenue.
