Strategic evaluation of the Grand Est collective network and coordination of the circular-economy network

Summary

The tender seeks support for the strategic evaluation of the Grand Est CollECtif network and coordination of the regional network of circular-economy stakeholders. The evaluation will mainly cover the period from April 2022 until the launch of the study and the entire network arrangement, including partnership governance, strategic steering, regional and local coordination, the collaborative platform, communication tools, the human, technical and financial resources used, and relations with network members and partners. Particular attention must be paid to implementing the 2025–2028 agreement and its new strategic priorities. The contract is a fixed lump-sum contract running from 15 December 2026 to 31 July 2027. Bids must be submitted electronically by 12:00 on 16 November 2026. Evaluation weighting is 40% for project methodology, 20% for the quality and suitability of the proposed personnel, 10% for the environmental quality of the bid, and 30% for price.
