Green Space Maintenance Services, 2027–2030

Summary

The City of Reims and the Grand Reims urban community are procuring grounds-maintenance services for 2027–2030, divided into 15 lots. The work covers green spaces, parks and squares, areas around buildings, roadside planting, sports facilities, school grounds, cemeteries and other areas specified in the tender documents. Separate lots concern playground washing, urban planters and occasional maintenance. A bidder may tender for up to all 15 lots, but no more than three of lots 1–8 may be awarded to one company. According to the tender documents, lot 10 is reserved for organisations with an eligible legal status. Lots 1 and 15 include a professional-integration condition. Lots 1–14 are service contracts. Lot 15 is a single-supplier framework agreement awarded through orders, with no minimum volume and a total financial ceiling of EUR 2,000,000 excluding VAT. The contracts run until 31 December 2030. Bids must be submitted electronically in French by 13 November 2026 at 17:00 and remain valid for five months. Unsolicited alternative solutions are not permitted. Bidders must provide evidence of their financial, technical and professional capacity, including overall turnover for the three most recent available financial years, a list of relevant services performed during the past three years, and QualiPaysage E130, E131 or E132 certification or documented equivalent experience. Each bid must include the commitment document for every lot tendered, the relevant pricing document and a supporting technical memorandum. Evaluation awards 45 points for technical quality, 15 for social and environmental commitments, and 40 for price. Technical evaluation covers team competence and organisation, quality assurance, safety, handling corrective work, reporting, and capacity during peak periods and staff holidays. Social and environmental evaluation includes the use of electric small equipment, alternative weed control, traceability of green-waste processing and support for professional integration.
