Maintenance of sewer networks at municipal facilities

Summary

The tender covers maintenance of the municipality’s privately owned wastewater and stormwater sewer networks and related facilities in La Celle-Saint-Cloud, outside the public domain. The services include high-pressure sewer cleaning, cleaning grates, drains and channels, emptying and maintaining grease traps and oil separators, inspecting pumping stations, clearing blockages and properly disposing of waste. Work sites include schools, sports facilities, cultural centres, the municipal technical centre, parks and gardens. This is a single-lot, single-provider composite framework agreement combining fixed-price work with services ordered at unit prices. The annual minimum is €0 and the annual maximum is €10,000 excluding VAT. The initial term is one year, with three possible one-year renewals, for a maximum total term of four years. The deadline for bids is 16 November 2026 at 12:00. Bids must be submitted electronically in French and in euros, and remain valid for 120 days. Variants are not permitted. Applicants must provide the required financial, experience and technical-capacity evidence, together with a complete priced offer and technical memorandum. The memorandum must explain the work organisation, staff and equipment, safety arrangements, emergency response and environmental measures. Waste must be taken to an authorised treatment facility; the bid must include a list of facilities and the required waste collection and transport authorisation. An emergency service must be reachable around the clock, and the contractor must respond within six hours at most. Evaluation assigns 55 points to price, 35 to technical quality and 10 to environmental measures.
